UNIFIED PLANNING WORK PROGRAM (UPWP)

The UPWP for the Collier Metropolitan Planning Organization(MPO) Area documents transportation planning and transportation related planning activities.  The objective of this work program is to ensure that a continuing, cooperative and comprehensive approach to planning for transportation needs is maintained and properly coordinated with other counties, other MPO's, the Southwest Florida Regional Planning Council, and the Florida Department of Transportation (FDOT).

FY2010-11 - FY2014-15 TRANSPORTATION IMPROVEMENT PLAN (TIP) Adopted June 11, 2010 with most recently approved amendments - this will take several minutes to download

The TIP is a five-year financially feasible intermodal program of transportation improvement projects. The list of projects includes highway, transit, pathways, and aviation improvements programmed in the state's multi-modal five- year work program, and may include transportation projects programmed in the local government's Capital Improvement Element.  Most federally funded projects must be listed in the TIP.  State and locally funded projects should be listed for informational purposes.  The FDOT District director coordinates the department's input into this document and insures its compatibility with the FDOT Work Program.  The TIP must be updated and adopted each year by the MPO.

Comprehensive Pathways Plan with Addendum - Adopted on May 14, 2010  - this will take several minutes to download

The Comprehensive Pathways Plan was adopted by the MPO Board on January 12, 2006.  The Comprehensive Pathways Plan is incorporated into the currently approved Collier MPO's Long Range Transportation Plan by refernce and serves as a planning document for sidewalks, bicycle facilities, shared use pathways, and off-road trails.  On May 14, 2010, the MPO Board approved an Addendum to the Comprehensive Pathways Plan.  This addendum has incorporated The City of Naples and the City of Marco Island's Master Pathways Plans, which were adopted by their respective jurisdictions subsequent to the January 2006.

PUBLIC INVOLVEMENT PLAN (PIP)

The Public Involvement Process (PIP) manual serves as a guide for involving citizens in Collier County in the transportation  decision making process. The manual describes methods used by the MPO to educate and inform the public as well as solicit public input to the planning process. Please contact the MPO office for further information.

Adopted 2030 LONG RANGE TRANSPORTATION PLAN

The Collier MPO adopted the 2030 Long Range Transportation Plan (LRTP) for Collier County on January 12, 2006.  As part of the annual review of the LRTP and to respond to new SAFETEA-LU requirements, the Collier MPO adopted a minor update to the 2030 LRTP on June 8, 2007. The LRTP includes transportation improvements and services that are needed to serve Collier County over the next twenty-three year horizon.

CONGESTION MANAGEMENT PROCESS

The Congestion Management Process(CMP) Manual explains the development of a fully systematic process that provides information on transportation system performance and alternative strategies to alleviate congestion and enhance mobility.  The manual identifies short-term and long-term strategies to reduce congestion.

UNFUNDED PRIORITIES

The Unfunded Priorities is an annually produced list of unfunded transportation improvement projects. The adopted list of priorities is transmitted to the FDOT to be considered during their project selection process for the FDOT�s Five-Year Work Program.
